English is by default inside Osc and inserted inside the core (line 277 and 318 in Language.php), there is no status to change in on/off the language.
Also it's impossible to delete this language else Osc does'nt work.
I could be interesting to insert a status on / off and to hide the button delete for this language. In this case, the owner can create another language and use only one language and put on OFF the english language
