Missing AADL project wizard in context menu #989

The AADL navigator context menu should provide New... -> AADL Project as a command. Currently it's New... -> Project... which requires selection of the AADL project wizard as an additional step.

Fixed this by adding a new element to the plugin.xml for org.osate.ui
