"Delete after send" not respected in ODK-Collect

What steps will reproduce the problem?
1. Fill out form
2. Finalize
3. wait

What is the expected output? What do you see instead?

If the "delete after send" option works as expected, one should not find the 
form in the "delete saved forms" list.  The finalized form is listed with the 
sent date (and appears in ODK-Aggregate) suggesting that the form was properly 
finalized and sent and selecting "Send Finalized Forms" yields "Nothing 
available to display."  

This can be dangerous in some situations and auto-deletion of finalized forms 
is important.  If the option is broken in 1.45, a major effort should be made 
to inform users in case some of their collectors are put a risk by having 
unexpected form data on their mobiles.

What version of the product are you using? On what operating system?

1.45 on GalaxyS3 running Android 4.3.  ODK-Aggregate 1.45 on FreeBSD.

Please provide any additional information below.

If anyone else can verify this (set "delete after send" in general options, 
finalize a form, then check in "delete saved form" to see if the 
should-have-been-deleted form is still there, please post results.
