There were issues found multiple iterations ago that involved problems with the Monitoring Alert UI:

Dismissing alerts didn't take into account or data center, therefore dismissed alerts would dismiss across accounts, etc.
In using cookies, alerts could potentially meet the limitations around what cookies can handle.
Because of these issues, the monitoring alert system in the UI was hidden a few releases ago and never re-enabled.
