Monitoring - Standardize database locations for T3Monitoring / T3MonitoringQueue / T3ActivityQueue in PROD #431

The databases deployed in prod for T3Monitoring/T3MonitoringQueue & T3ActivityQueue are not all on the Monitoring SQL Servers in PROD in current data centers.

These locations should be updated as to their location (for isolation from T3Main) but also config files will need to be modified to support the change.

This is a deployment task to be done in relation with the NOV 15th deployment.
