Add voting #46

The new with_voting branch provides voting for members of a selection committee. This code has already been used for Open Source Bridge 2011, but I'm doing some final work on it before merging it into master. This ticket is a reminder to do so.

The code is finished and merged, but we need to write documentation explaining how to use it:

  1. Admin needs to edit users to grant them selection committee privileges.
  2. Admin needs to edit event to accept selector votes.
  3. Selection committee members need to go to a proposal and use the voting UI.
  4. Selection committee members can visit the "selector votes" overview which displays the group's voting.
