Incident reponse plans

There's a couple of tasks for the incident response plan I need to coordinate with the rest of the team.

• [x] update code of conduct on website to use correct contact information for this year's responders
• [x] add weapons policy to CoC
• [x] update reporting policy with revised process and contact info
• [x] train volunteer coordinators on plans and expectations
• [x] train primary responders on plans and expectations
• [x] make a paper form for collecting incident reports
