Starting to document this process at on the wiki: Updating Proposal Status and Sending Notifications

[x] Update proposal status in OCW
[x] Review email text snippets
[x] Generate initial talk schedule
[x] Review talk schedule for obvious talk conflicts + people who said they could only be on a certain day
[x] Ensure Speaker Information page exists on OSB wiki (#313)
[x] Ensure discount code for declined talks exists in Eventbrite
[x] Send emails for accept/decline
[x] Manually send waitlist notifications

Added #313 for the Speaker Information page

I've done a first pass on the email text to change 2016 to 2017 and update the discount code. @aeschright can you take a look over them and make any edits?

@aeschright reminded me that the notification emails include the scheduled time, so we need to generate an initial schedule before we can send them out. Working on that now.
