Issue description / feature objectives

Adding a project ROADMAP would make the vision and goals of this project more apparent to the community.

Completion Criteria

[ ] Recommended first steps - Send out a community survey to determine what CI/CD providers being used. If Tekton is one, #3 could be added to the ROADMAP.
