Fixed Dutch language file, added basic class restriction. #40

Classes can now either be global or restricted to one class. This can be improved by allowing a list of classes but as a base for restriction it's not too bad (functionality-wise)

I'm unsure of the best way to allow unlimited class restrictions. In Java I'd use an ArrayList but I don't think any such structure exists in Pawn.
