Allow hiera options in yaml configs #42

Added hiera_config_path and working_directory options to yaml -> Vagrantfile. See http://docs.vagrantup.com/v2/provisioning/puppet_apply.html

I wasn't able to test a local vagrant plugin using http://docs.vagrantup.com/v2/plugins/packaging.html. But the change appeared simple enough that I thought it was safe to issue a pull-request. Feel free to shame me if this is not the case.

I was able to test this locally and it does work.
