Move to GitHub Actions #26

Travis-CI is slowly reducing their resources for open source projects. Moving to GitHub Actions won't change the workflow here too much and should be a bit faster for testing.

Not to appear ungrateful @ocefpaf, but none of the tests seem to run... The first issue was a reference to non-existent requirements-dev.txt, which I removed, but now all the tests just exit with Error: The operation was canceled.... any ideas?

Sorry, I forgot to mention that GitHub Actions don't run on PR until you merge one. You probably saw those failures on master after the merge, right?

I'll send a second PR to finish it ASAP.

Exactly - the issues arose after the merge. I fixed a couple of obvious problems, but then hit this Error: The operation was cancelled stumped me.
