Fix and update pwasm-utils-cli #31

Currently we are using version 0.6.0 of pwasm-utils-cli. The last time I tried the most recent version of the tool I was unable to deploy the wasm contract to the ledger. We should try the latest version and, if necessary, fix it up so that we can deploy the contracts.
