Image Being Forced To "MAX" Size #147

What steps will reproduce the problem?

What is the expected output? What do you see instead?
&w=800&h=500 should be the max dem size, not the forced image size.

What version of the product are you using? On what operating system?
1.19

Please provide any additional information below.
Just moved servers and this issue started there, not sure what about the server 
could be making it do this.

Hi - this is the intended behavior for TimThumb (it resizes to the soecified 
size). A new zc value has been introduced that lets it scale in different ways.
