Timthumb images arent displaying #191

The image resizing file is not accessible
http://.../new/wp-content/themes/Amphawa/timthumb.php?src=http://.../new/wp-cont
ent/uploads/obama.jpg&h=131&w=210&zc=1

It returns 
Forbidden

You don't have permission to access /new/wp-content/themes/Amphawa/timthumb.php 
on this server.

Additionally, a 404 Not Found error was encountered while trying to use an 
ErrorDocument to handle the request.

I know its something dealing with the particular server because it works on my 
test server but not on the clients.

I guess my question is how do i go about troubleshooting with the host provider?

When I right click-view image on image name of thumbnail I get: 

no image specified
Query String : src=&h=190&w=190&zc=1&a=t&s=5
TimThumb version : 1.22

I need this fixed by tomorrow. Can someone help me?
