What does this PR do?

This PR adds CONTRIBUTING.md that needs to be followed before contributing to OSGeoNepal repo.

Testing

Make sure this contribution compiles with the Committer Responsibilities Guidelines

Next action

It would be good to have Code of Conduct guidelines.
