What does PR do ?

This PR migrates our existing rolling doc to GitHub wiki
Resolve #2

Consideration

I have considered creating .md file for each meeting and targeting to point them towards github wiki as a individual section

What next ?

I am unclear about how to integrate this to github wiki , and update / create new meeting .md automatically on future

Thanks @aashish66 bhai now meetings are migrated to doc/meetings . We no longer need to maintain wiki ! They are available like this : https://osgeonepal.github.io/rollingdoc/Meetings/meeting_2023-12-6/ . Now we will simply insert them as PR and it will be auto deployed to the page
