What does this PR do ?

Adds PR template for the events.md
Removes default assignee from training issue template

Consideration

PR was raised quickly without much additional peeks

How to test ?

After merging simply raise PR and template should be there for you

To enable this template you need to add '?temlate=events.md' in your PR URL

For eg : https://github.com/osgeonepal/osgeonepal.github.io/compare/event/PR?template=events.md
