I think "InitialRunLevel" in Table 8 should map to beginning start level of the framework instead of inital bundle start level.

The description of "InitialRunLevel" in the TR-157 Amendment 3 is the following.

"The run level that this ExecEnv will be in upon startup"

That issue is fixed in the last residential spec: " However, the OSGi Framework has no concept of an initial start level, it can use the org.osgi.framework.startlevel.beginning environment property but this requires a management to control it. "
