Create Example App for Testing ViewBox and Tile Positioning

A WPF example app should be created that demos the future layout and some other principles that will be used in the frontend Sheton HTPC application.

It should demo the following:

Resolution independence. Everything should resize properly when the window size changes.
Scene container background (semi-transparent background either vertical or horizontal). Should occupy 3/5ths of the window.
Scene backgrounds (one per scene and one image that is panned per scene).
Basic tile arrangement.
