Create Core Classes for Layout/Scene System

The following need to be created.

Layout settings:

• [x] Background rotation scheme; application start only or hourly. This tells the application when background sets should be changed. Either a new background set should be selected when the application is started or when the application starts and every hour after that.

• [x] BackgroundSet class and image loading/saving.

• [ ] Add basics of scene system (name, home scene).

A BackgroundSet consists of the following:

• Whether or not the background is a single image (panned as scenes are navigated through) or one image per scene.
