Create Auto Text Scrolling Setting in General Settings/Settings tab

This setting should have the following options:

• Slow
• Medium
• Fast

It should also present an example (means the auto scrolling behavior needs to be defined) and an explanation of what the feature does.

This behavior will need to be used in the front end application so it should be created in SheltonHTPC.Common.
