Add hosts-kolla-loadbalancer parameter #630

This patch adds the hosts-kolla-loadbalancer parameter to the loadbalancer role. With this parameter it's possible to change the inventory group that should be used to identify loadbalancer nodes. This is required to be able to deploy multiple independent loadbalancer services by using the sub environments.
