osism-kolla upgrade cinder is not updating volume container #141

Upgrading from wallaby to xena, osism-kolla upgrade cinder is not upgrading the cinder-volume container.

I noticed it is only happening on the controllers of this particular setup, xena containers are running well on the compute nodes. However none of them report to cinder scheduler as available after the upgrade. stil checking for cause of the issue.
