Prepare & use fork of openstack-exporter for the moment #853

Related to https://github.com/openstack-exporter/openstack-exporter/issues/299.

We need up-to-date binaries for OSISM 7.0.0b. For the moment, we can use a temporary fork. In osism/container-images-kolla the source of the binary would then have to be changed.

Thanks @berendt for addressing this upstream. Imho from assessing the situation your proposal seems to be a valid choice for now.

Shortly after our fork, a new tag arrived on the upstream. This is the review for using openstack-exporter 1.7.0: https://review.opendev.org/c/openstack/kolla/+/909591
