Wait for Kolla 2024.1 (Caracal).

2024.1 was released, which uses the exporter embedded into haproxy. The rules require the updates in this PR.

There was no response from upstream regarding https://github.com/samber/awesome-prometheus-alerts/issues/421 I have therefore adapted the faulty alert
