Changes

Convert to typescript
- compiler
- hls
- parser
- added some format check and fixes
- added parser options for conditional header meta parsing
- segmenter
- time-convert
Added types.ts to contain error types and data structures for library
Convert tests to typescript (and use Jest for testing)

To Do

Solve eslint parse error

Testing

All unit tests pass
