I don't think this one should be in the intro as it's more about contributing to existing code in oskari-frontend than using Oskari or creating your own Oskari-based application. And in my opinion we should start the documentation more about using and customizing your own app. Once all that has been gone through we should encourage contributing to Oskari repositories. But for the intro especially the point should be more about what is Oskari and what you need to do to get Oskari-based app up and running and not get into specifics about how things are done when developing on the "official" repositories.
-> This will needlessly scare people of from toying and fiddling with Oskari and doesn't really matter if you are not contributing to the official repos.

Add Development Guidelines. Suggestion: place the file into a 0 - Introduction folder. Note: needs a working URL to Oskari bundle configuration
