It's simply not installed after installing (OSX, ST3).

Unable to reproduce, please provide more details (console output, version of Sublime Package Manager etc). Also define "simply not installed".

This appeared to be a general Package Control failure (described here https://github.com/wbond/package_control/issues/736). Sorry about that!
