enhance solution of issue #4 to allow empty 'operator' #70

Solution of issue #4 does not allow to have empty 'operator' values in CSV data and Relation. This shall be fixed.

Furthermore having many entries with same 'ref', 'type' and 'operator' and overlapping 'from' or 'to' values shall check for 'from' and 'to' having a match.
