Routes files in OSM-Wiki shall not be in GitHub #91

When reading Routes data from the OSM-Wiki, they shall be stored in WORK_LOC not in SETTINGS_DIR with target 'getroutes' of ptna-network.sh Routes data from the OSM-Wiki shall be removed from GitHub (also for copyright reasons).

Routes data from GitHub (FR-IDF-* for instance) shall be copied from SETTINGS_DIR to WORK_LOC with target 'getroutes' of ptna-network.sh

When starting the analysis, Routes data shall be expected on WORK_LOC.

With target 'cleanxml', Routes data shall be deleted, rename 'cleanxml' to 'cleandownloaded' With target 'clean', Routes data shall not be deleted
