That should be a fun trick to run the text vertically like that.
That’s even worse than Ashland County, Ohio!
This looks to me like a fancy reuse of mile marker signs, or those house number signs mounted on mailbox posts. It’s posted in a place that looks intended to be useful for wayfinding, not just inventory, so it’s fair game to render.
Morris County’s profile isn’t very amenable to shield rendering, but it’s a fun text layout trick.

should have a special shield resembling the county’s shape, not the standard blue and yellow pentagon:Morris County has a shape close to a parallelogram, bounded by wiggly diagonal rivers on the North and South, and straight lines over twice as long on the East and West. The route number is laid out vertically in blue within a white Morris County shape, itself on a blue rectangular background, with the words "MORRIS" and "COUNTY" in small white font, squeezed into the remaining space on the top and bottom, respectively. Vertical text layout will be a challenge to design around and implement.
Unfortunately, this is the best resolution image I could find, but it should be enough to make design decisions off of.
