Add interface language switcher #475

https://layers.openstreetmap.fr/: Allow some button and URL (&lang=en-us ?) that would turn on an English, etc. version of the site.

Is this really useful, given that the majority of layers are designed for use in France? Do you use them outside France or without knowing French?

Unfortunately, Layers is a contributor-focused site, and is not at all configured to support public consultation (it renders almost exclusively in real time, with nearly no cache)
