FRANCE sport : let add ref:FR:sport_equip and ref:FR:sport_inst #2276

FACT : in France we have an official database that let us know where we should find sports_centre and pitches. The sport ministry published a specific site for this purpose : DataES I asked the manager of this database and we have found two keys to integrate those (sport page in wiki OSM):

ref:FR:sport_inst for sports_centre
ref:FR:sport_equip for pitches

WAITED : Let OSMOSE asking to integrate the ref beginning by I=inst (installation) or E=equip (équipement)

mapping2 with ref should be added into analyser_merge_pitch_FR.py
