item | 3110 class | 3110 object with note = accurate position needed produce an advice to change it into note = FIXME accurate position needed in stead of fixme=accurate position needed

p.s. there seem to be quite some false positives in this, e.g. not sure if all notes with tag should be flagged, see e.g. https://osmose.openstreetmap.fr/nl/issue/a548510c-09ca-9316-db98-ed810cd1db43
