Bad message
I think that in addition to wrong message - footway=sidewalk is correct in this case
https://taginfo.openstreetmap.org/tags/footway=sidewalk#combinations https://wiki.openstreetmap.org/wiki/Tag%3Afootway%3Dsidewalk
I keep footway=sidewalk + highway=path as an issue.
So how combined, unsegregated footway and cycleway should be tagged? AFAIK highway=path + bicycle=designated + foot=designated +segregated=no is considered as the best tagging.
In general I think that validator warning should never appear for known valid tagging.
I don't know! Show me some references, wiki pages... Osmose should only enforce established rules.
https://github.com/BikeOttawa/OSM-Bike-Ottawa-Tagging-Guide says highway=path, segregated=no is used for combined paths. (no mention of bicycle=designated + foot=designated)

Case S5 on https://wiki.openstreetmap.org/wiki/Bicycle (note - I added it on July 2018 https://wiki.openstreetmap.org/w/index.php?title=Bicycle&diff=1624659&oldid=1544398 )
Is it deployed or still waiting for deployment? I still see this problem - for example http://osmose.openstreetmap.fr/en/error/22074326651
Since it's closed, it should be ok.
