Reuse changeset = large changeset #142

I cleaned up many opening_hours (with auto-suggestion / Fixable) and I wanted to limit changesets to smaller geographical areas (like: Ukraine, western Russia, Moscow, etc).

When saving, I made sure sure I unchecked "Reuse Changeset". My resulting changesets still expand across continents (exactly what I wanted to avoid). I tried changing "type" to "fix2" value, I don't think that did anything. I am now waiting for OSM gods to yell at me. :)

Could we escalate this issue - is needlessly creates changesets triggering people minoring specific areas to think something changed.

I found a workaround: open JOSM, click: File - Close Open Changesets

Not everyone has JOSM installed or a machine capable of running JOSM. So this issue should be solved.

And the default value should be NOT to reuse the changeset: if we want to save, we probably want to publish and close the changeset.
