Switch to new osm2pgsql middle #3336

osm2pgsql has a new format for the middle tables, which has become the default with the latest released version.

Nominatim relies on the middle table to retrieve some data (nodes on buildings and interpolations, relation members of interpolations). These parts need to be adapted to the new middle.
