Fix some issues in the style files found by luacheck

[lonvia]

Fixes the following issues:

• missing local variable definition
• shadowed variables
• global function that should be part of the module

Please note that the shadowed variables lead to buggy data when osm2pgsql is compiled with LuaJIT.
