Created POIs are not uploaded to OSM when "Offline editing" is Off #4129

  1. Open the sidebar > Plugins > OpenStreetMap Editing > cogwheel at the top right
  2. Turn off Offline editing
  3. Go back to the map
  4. Press and hold at any location
  5. Click on Actions > Create POI
  6. Add details to the new POI:
  1. Click on Upload
  2. The POI is not uploaded to OSM

This might be related to #4088.
