Download All Regions does not work in all countries

Description

The new Download All Regions Feature from master build does not work in all countries. I have tested it in Germany where it worked and in Austria, where it doesnt't work, because when I want to download this, I download the whole countrie and can't select the regions I want to download. I have also created a .gif image below to see this.

I think this is because the whole map of Austria is small enough to be a single file, whereas the whole map of Germany is too big.

You can still download individual regions of Austria by tapping them in the list, like normal. (In your example, you could tap on Salzburg, for example.)

I think that a solution is to remove the whole map of Austria and split it into regions (for example like Germany), because when you download all regions in austria it is the same when you download the whole map of austria in a single file. I think that it is unnessacry to download the same on two ways, within the latest source code change. On older version like the last one 3.9.6 from fdroid it is quiet good to have this as until now, because there you can't download the whole map of germany in a single file at all.
