opening_hours:covid19=open

A use case: when searching for pharmacies, I see suspicious results: a store is closed based on regular opening_hours, but it is open according to the opening_hours:covid19

I believe there is a mismatch in how some surveyors and OsmAnd interpret the opening_hours:covid19=open value.

OsmAnd appears to supplement opening_hours with opening_hours:covid19 value (doing "," or "||")

According to the wiki: https://wiki.openstreetmap.org/wiki/Key:opening_hours:covid19 "opening_hours:covid19=open" means "open business or service with unknown opening hours, possibly modified compared to usual", in other words, it is a low quality survey.

I propose that "opening_hours:covid19=open" is ignored and is not used for determining the open value.

At least in my area the opening_hours:covid19 tag is only sporadically present and most of the time completely outdated. This tag has been a nice idea but often app support is not present at all (e.g. by StreetComplete) and reality did change too fast. I suggest to ignore this tag.

This tag will have a short life of 0.5-1 year more, so there is no much sense to focus just on it. Though in future we need to think what to do with irregularities in Opening Hours, unfortunately Opening Hours doesn't use strategy of combined tags i.e. Public Holidays and exceptions are mostly embedded inside opening_hours value itself
