Separate downloads for Vienna (probably Paris, Munchen...)

The federal state of Vienna is entirely surrounded by the federal state of Lower austria but is otherwise unrelated. A tourist in Lower Austria won't need the data for Vienna. The OBF for lower-austria contains both, I don't know in what percentage. It's 240 MB, the biggest Austrian OBF and about 1/3-1/4 of whole Austria. Is it possible that the app offers to download for Vienna and for Lower Austria separately?

There are problems with map management of enclaves which are usually represented by large cities like Paris, Vienna, Berlin...
