fonts problem with rendering engine v.1 #18810

Description

There is a problem with fonts with rendering fonts. Probably it is with Kurdish letters.

Steps to reproduce

Rendering engine v1 Go to somewhere around Mosul in Iraq. Configure map -> map language -> Local names

Actual result

Fonts on the maps are not display properly. Fonts in POI are OK. fonts

There is no problem with rendering engine v.2

Expected result

it seems to be obvious.
