Allow Radius-Ruler / Map Center keep separate from widgets #20542

Map center indicator is only available if Raduis ruler widget activated. It is not obvious way for users to activate map center indicator. This indicator helps in some scenarios:

  1. determine the height, temperature, and so on in the center of the map using the widget,
  2. determine the point for calling a quick action.

I think that option should be placed in Configure screen menu near to "Display position". And it should not be dependent on the Radius ruler widget.

We probably need to separate split Radius ruler anyway so it's not related to widget cause it's very confusing. So map center could be one of option for Radius-Ruler
