After disabling offline maps, only the background map is shown #20793

Description

The map no longer shows text (street names etc) and POIs after disabling offline maps, with the map configured to show map tiles in the foreground at 100% opacity.

Steps to reproduce

  1. Enable online maps plugin
  2. Configure map with online tiles overlay map
  3. Drag the slider so the overlay map is 100% visible, and the offline map is not visible
  4. Disable the online maps plugin
  5. The map correctly falls back to offline maps, but text is missing

The bug has been reproduced. To reproduce it, enable the Online Maps plugin, then go to Configure Map, enable Overlay Map, and select OsmAnd (online tiles). Set the visibility slider to 100%, and you'll notice that the map is correctly displayed with names.

However, after disabling the Online Maps plugin, the offline map will be displayed without any inscriptions or names.

It's a minor bug caused by disabling plugin and not disabling layer
