(Maproulette) challenge to check which oneway streets are missing exceptions for bikes

Making a Maproulette challenge for checking all oneway streets that don't have oneway:bicycle on them. Cause a lot of them have 'uitgezonderd fietsers' IRL, but it isn't mapped. So bicycle routers don't know you can drive in both directions in those streets. And the majority of onewaystreets have this exception but isn't mapped
