Add support for 1001-30 and 1001-31 #64

Issue

It would be nice to have support for the additional signs 1001-30 and 1001-31.

See for example this traffic sign: grafik

The link above works for 2/3 of the signs, but the additional sign is missing so far. I guess in this case the correct final tag would be:

traffic_sign=DE:138-10;274[30],1001-30[100]
