Add region dortmund

Dortmund ist auf dem Server verfügbar und kann jetzt vom Frontend angezeigt werden. Ich hoffe auch die Stats funktionieren, ich konnte es vorher nicht testen.

This is now obsolete; the current astro setup creates a json based on the API you provide, checks if there is any GeoJSON with data for the region an uses that file to generate the pages. The code is at https://github.com/osmberlin/parkraum.osm-verkehrswende.org/tree/main/data
