Payment milestones (from 2024-10-11 EWG meeting) #17

This pull request was adds to the README.md decision from the last EWG meeting (2024-10-11).

I placed it as a draft (please do not merge yet), since I'm unsure if we either need to 1) only put this information on the https://osmfoundation.org/wiki/Engineering_Working_Group/Project_Funding_Framework OR 2) put here and also on https://osmfoundation.org/wiki/Engineering_Working_Group/Project_Funding_Framework . In both cases, I think we would also need to update the Project Funding Framework, but we have not discussed this in the last meeting.

Quick update:

I'm unsure if we either need to 1) only put this information on the https://osmfoundation.org/wiki/Engineering_Working_Group/Project_Funding_Framework OR 2) put here and also on https://osmfoundation.org/wiki/Engineering_Working_Group/Project_Funding_Framework .

On the today meeting, we decided that would be redundant also add this information to https://osmfoundation.org/wiki/Engineering_Working_Group/Project_Funding_Framework . So it will stay only here (and in the EWG minutes).
